This is the second time (This month and last month) I have noticed that on the monthly refresh data period I am already missing 10% of my data. This is strange because I have not used my data only downloading over wifi. There is no reason 10% of my data should be missing if I have not used it yet. Another strange occurence is that my apps are set to update over wifi only but for some reason with my data and wifi off google+ kept downloading the update. Even upon turning my phone on and off.

You need to understand something. Some apps on the phone will keep its connection in the background. In other words, it is still using your Internet connection even though your phone is in "sleeping" mode. When you push a button that turns your phone screen off, it is NOT "turn off" but put it to "sleep" mode. If you want to be sure that no app is running or using your Internet, you must go in (depends on your phone OS -- iPhone or Android) and kill/stop the app yourself. This may be the reason why your usage has been used already when your monthly cycle just starts.

By the way, google+ may keep your Internet connection at all time regardless your phone is in sleep mode. Any apps that keep the Internet connection at all time will drain your phone battery faster than usual.
