Cross Country Bank Visa excessive late charges, didn't send new card, still paying but can't use Boca Raton Florida

Cross Country Visa said they were helping me rebuild my credit. I initially had a three hundred dollar limit,and it cost one hundred dollars to increase my limit to seven hundred dollars.

I have made all of my payments on time,however with interest added I was excedeing my limit,with a thirty dollar overlimit fee.

My card expired in September,and instead of sending my new card in the mail,I received a letter stating that I had to send them a copy of my phone bill for "security purposes". However,I still get my statement at the same address.

My statement has my address and account number on it,so how is that secure?!
