ctbeauty.com Rubbish. Credit card is charged and bogus USPS number is issued . Filed complaint with Amazon Internet
Purchased a hair conditioner. Comopany appears legit as you receive emails and a tracking number. But the tracking number is bogus as USPS never receives the item for delivery. The company has a Connecticut number on their site but no one picks up.

The BuySAFE logo does not have a guarantee number to file a claim. I have filed with Amazon Payments as I paid through Amazon. The sight needs to be shut down as they are scam artists.

I was going to buy something from this site and found several rebuttals pointing to a scam by these guys, but at the same time they have a BuySafe seal in the lower left corner of every page which guarantees (supposedly):

Your case should be covered by the second item. They say that they are tracking every transaction and they send you a buysafe number ID with every one (which I doubt, of course, but then it's buysafe's problem to deal with this). You can make a claim in https://www.buysafe.com/web/Login/BuyerLogin.aspx. Would you mind to try and see if you can get anything and post back?
