I found and ordered a time-sensitive seasonal item at website
I received Purchase Confirmation Email from both Seller and Paypal
I received automated Fedex shipping notice with Tracking Number appearing "Factual"

After waiting 10 days, and continually checking Fedex Tracking Number daily:
I sent 'Reply' email to Karen Vanmeter at "company"- NO RESPONSE asking about delay
I sent similar request using website "contact us" NO RESPONSE, from Website
I requested investigation at Fedex,
Fedex researched and reported a legitimate Tracking Number, BUT item NEVER picked up by Fedex OR delivered to Fedex custody
Fedex provided shipper name "Bluegrass Hobbies, Shelbyville, KY", but NO contact information or details available

I did a Search Engine hunt for "Bluegrass Hobbies, Shelbyville, KY", and found the following Ripoff Report describing an identical pattern a year earlier-
http://www.ripoffreport.com/On-Line-Stores/Bluegrass-Hobbies/bluegrass-hobbies-aka-bakingfo-x4497.htm

I contacted Paypal, and eventually they discovered, through investigation, that the item was never sent through Fedex. My claim records indicated that Paypal sent numerous Emails to the seller and I did not see record of any (Email) responses except a silly restatement of Fedex shipping, which I already knew was not Factual.
I expect to receive full reimbursement from Paypal.

This business practice is incomprehensible except if one imagines that a fraudulent business does this repeatedly  and is prepared to take the "losses" now and again when someone is persistent enough to file a claim, and otherwise they can repeatedly, and immediately, 'pocket' the money. It would appear that Fedex, Paypal and unwary buyers are victims of a crude but very effective business practice of out-waiting the honest buyers. Who knows, Karen Vanmeter may really be a 300 lb. wrestler in Nigeria!

If a tracking # shows active, that also means the shipment was paid for by the shipper. The tracking information will indicate "Billing Received". It is impossible for an active and valid tracking # to exist without it being paid for. This is true for both FEDEX as well as UPS.

So if this "company" never sent the package, why did they pay for shipping??
