DACM Project Management is in the business of ripping off school bond money, government contracts and anything else with lots of money and little oversight. The worst part is they lure small-time dishonest people in to help them for a cut, but then screw them hard and fast and let them take the fall. If you refuse to go along with their scam (and they have MANY ways of stealing from people), like I did, after they did some work on my beautiful, historically-designated million-dollar home in a beautiful neighborhood, THEY WILL DO WHATEVER IT TAKES TO GET WHAT THEY WANT, make you pay for it while they take it right from underneath you and they want to watch you scream in pain while they do it because they're a band of thieves who have been together since college 40 years ago and rarely get caught (one person right now is serving 9 years in Ohio for a $15,000,000.00 mortgage scam they ALL participated in--but while Susan Alt sits in prison, they'll keep her money safe and sound).
How do they do it? Help from Leroy R. Davis Jr. & Denise with his shell company MBCM, LLC registered in Washington DC to grease a few hands, overbill West Contra Costa County Schools on Measure "D" so Alan Cade could stash the money in a "trust" account at the California Bank & Trust in Encino then kick back part of it to ol' Leroy.
Cliff Dewey in the Office of the Inspector General's Office at LAUSD who overlooked complaints about over billing on the New Facilities and Modernization bond money...then when Alan Cade set up yet ANOTHER trust account and stole the "WE BUILD ON SAFETY" Rewards & Recognition money issued by Aon directly to Alan Cade, Deborah Dugan, his partner at DACM and Dugan Associates covered it up by paying of David Livingstone $3300 to take the hit. Was it worth it? He then incorporated the name "We Build On Safety" and seems fine for being the fall guy.
Bob Resnick of the Redondo Beach Pier also funneled public money into a trust account for Alan, circumventing the customary invoicing and payment procedures for tax purposes.
DON'T CROSS THESE PEOPLE OR THEY MAY DO TO YOUR HOUSE WHAT THEY ARE DESPERATELY, MADLY and OUTRAGEOUSLY TRYING TO DO TO THIS ONE THAT IS HELD IN A CHILDREN's TRUST!!! DO NOT WORK WITH THESE PEOPLE OR YOU WILL VERY LIKELY HAVE THE SAME EXPERIENCE!!!!!

Ms. Cade:
It has been brought to my attention that you are posting a number of libelous and defamatory statements about me on various internet sites including “Ripoff Report” and “Hemlock on the Rocks”. All of these statements are included in an ongoing series of articles you have authored regarding the legal and marital issues of you and Mr. Cade.
For your clarification, here is the definition of the terms “libelous and defamatory” as they are being used here:
In a January 23, 2014 report you provided to the website “Ripoff Report” you state that:

On January 29, 2014, in a report you provided to the website “Ripoff Report” you state that:
“When it was reported to the OIG when DACM ALAN CADE's "special friend" of 20 years and frequent/secret house guest CLIFF DEWEY was working in the OIG, did anybody want to go poking around the REWARDS & RECOGITION "We Build On Safety" shortages because of DACM and Alan Cade's theft deception?”
On January 30, 2014, your article on the website “Hemlock on the Rocks” states that:
“When it was reported to the OIG when DACM ALAN CADE's "special friend" of 20 years and frequent/secret house guest CLIFF DEWEY was working in the OIG, did anybody want to go poking around the REWARDS & RECOGITION "We Build On Safety" shortages …”.
There are a couple of key errors in these statements:
The statements in your articles and reports regarding me, Cliff Dewey, are incorrect, libelous and defamatory. As a friend who you also libeled and defamed in the January 23, 2014 report, Mr. David Livingston, stated in his rebuttal to you on January, 25, 2014 – “GET YOUR FACTS STRAIGHT BEFORE YOU EXPRESS YOUR OPINION ON A PUBLIC FORUM.”

"We Build on Safety Corporation" was incorporated because Alan Cade, Executive Vice President at DACM Project Management (California Operations) was entrusted to place money into a secure account called "Program Funds Trust". Instead, he placed the money in to multiple CD’s so that he could profit from interest on the CD’s. Alan Cade was given specific (written) direction to place the money into a non-interest account. The specific amounts of money were to be drawn out on an every-other-month basis as part of the Rewards and Recognitions Program.
After multiple excuses why Alan Cade was not able to produce the money from Program Funds Trust, determination was made develop a Non-Profit Corporation to support the control of funds for the Rewards and Recognition Program. “We Build on Safety” was set up with assistance of well-respected attorneys. This included close oversight by the attorneys firm.
Detailed documentation was submitted to both Federal and State Tax Boards for review and approval for a 501(c). Officers of the We Build on Safety Corporation did not receive any compensation. This was spelled out clearly and strictly adhered to in the bylaws of the Corporation. Alan Cade and DACM Project Management were not involved in any of the incorporation or operation of We Build on Safety.
Extremely detailed records of any transactions have been kept as it relates to We Build on Safety – Rewards and Recognition Program. This includes dates and signatures of responsible individuals that handled the money all the way down to the final recipient. There were no public funds involved in any of the We Build on Safety – Rewards and Recognition Program. Records are clear and transparent. The detailed records are secure and safe guarded because of early dealings with Alan Cade.
Implying that David Livingston took $3,300 to “take a hit” is slanderous and extremely false. In fact, responsible individuals were notified of the problems with Alan Cade during the entire association with the DACM Project Management. This includes working with Law Enforcement Agencies investigating Alan Cade.
