Hi,

I am a 5 point preference Vietnam Veteran who has been denied medical treatment at the facility where I am employed and chose to have my medical needs adressed.  I have been repeatedly passed over for promotion intentially for the last ten years (56 times). I have filed an EEO Complaint in the past and I just held a meeting recently for another EEO Complaint which involved a promotion to GS-6.  I also have an EEO Complaint pending the courts.  I have four volumes of sworn affadavits in reference to the complaint in the court system.  All around this facility they have logos attesting to the fact that they are "Proud to Care" and "She served, she deserves the best care anywhere".  I guess my eleven years of Active Duty with the United States Army doesn't mean a hill of beans.  They have refused to treat me for the Human Papilloma Virus with causes cervical cancer because of my age.  I have been taunted by supervisors  with statements such as, "we don't have to do anything "special for you" and if you have so many skills, why can't you get a job at the VA.  My MOS in the military was 7lL20, Administrative Specialist.  I was also an Instructor with the Personnel Management School at Fort Benjamin Harrison, IN.   I am working on my third year of College where I have received semester honors three times.  I have been inducted into the Phi Theta Kappa International Honor Society.  My last proficiency rating was Outstanding.  I type a documented 80/5wpm and have numerous certificates and awards. For some reason or another I feel that I have been "black balled" by this facility. When they ask my opinion, I give it to them.  Corruption doesn't fall far from the tree.  I have done my EEO Complaint "pro se" and I am seeking an attorney to can bring this complaint to an end with monetary damages.  I have had supervisors lie and tell me that that I didn't make certifications for employment, however, when I contact Human Resources they tell me that I did.  This latter supervisor told me that "someone was against me.  I have turned in completed applications and they were mysteriously not sent in.  I have documentation to substantiate this.

Negative information is swept under the rug such as employee theft.  Supervisor's claim that they didn't know what was going on in their departments.  Any Supervisor who doesn't have knowledge of what is going on in their department shouldn't be a supervisor.  They didn't know is pure hogwash.  I am being underpaid and underutilized.  I have four boxes of documented papertrails to attest to all my non-selections.  Any attorney interested in taking and winning my case please email me.

From one Vietnam vet to another...

Hi Mae,

Your post is a little confusing to me frankly.  From what I see, you evidently are employed in some federal government facility (since you reference your EEO complaint about attaining the GS-6 level), but which government agency are you working for?  Is it within the VA healthcare system or some other department?  You state you had chosen to have your medical issue(s) addressed at the facility where you work, but had been denied.  This is confusing.

Secondly, do you have any service-connected disability or disabilities that the VA has rated you at the 50% level or higher and receive compensation for?  If so, then the VA is required to provide treatment for not only your service-connected condition, but other conditions (like the HPV issue) you mentioned.  The VA is pretty restrictive in that they generally require a vet to receive care at the closest VA hospital/facility to the veteran's residence.  Many VA medical facilities still have backlogs of vets waiting just to be assigned to a primary care physician for treatment.

There are a number of other issues which you probably would do well to discuss with a representative of one of the vet service organizations, such as, DAV, Amvets, VFW, etc.  I don't know that my post is of much help to you, but I've been in the VA healthcare system since 1973 and have even worked in medical administration at a VA medical center for a couple of years while I too, went back to college to get my degree.

Lastly, with regard to the acts of theft, etc you mention are occurring, there are hotlines where you can report such conduct anonymously.  Check out the "No Fear Act."

It took many years for the VA to even acknowledge that Vietnam vets with a myriad of problems resulting from thier active duty service, such as, Agent Orange exposure, and PTSD were indeed service-connected.  Believe me...I know only too well that prejudice and indifference against vets is still very much alive and kicking!

I wish you the best and hope you can obtain resolution to your issues.

Superhuman

I do appreciate your service to our country.  But you have made yourself out to be some "superhuman" in this report.  So this is a legitimate question, if you are in fact as good as you claim it sounds like you could write your own ticket at ANY workplace(government or public).  So why haven't you done that?

Now, I have no idea what position you are currently in, or what positions you were trying to get promoted to.  But just a thought but perhaps it is this statement that is causing you the issue.

I am working on my third year of College where I have received semester honors three times.

You may be competing with people with college degrees, and according to this you are still going to school.  In a lot of cases a College Degree trumps even decades of experience.  Or perhaps the positions you are applying for have people with more experience in that particular area.

As for any EEO claims.  Unless you have proof of some sort of discrimination in your 4 volums of documentation, it is going to be very hard to claim any damages.
