I am from Kuala Lumpur, Malaysia. I have a problem in that I have paid my assessment for one of my properties in Kuala Lumpur, Malaysia. However, the Dewan Bandaraya Kuala Lumpur (the local city council) has issued me a new bill with a fine and asked me to pay the same assessment for that property again.

I have faxed a copy of the receipt, a copy of the bank cheque which HSBC Bank has chopped and signed saying that it has been cleared to the Kuala Lumpur local council. However upon receiving the copies which I have sent, the local council asked me to pay again, the Kuala Lumpur local council agree that they have received my payment for assessment for the property but they want me to pay again if not they will increase the fine (they said the money I have paid earlier has gone into some other property owner's account).

I hope you can highlight this case.
