Complaint Review: Dheer O. Rasouli BL Corporate Services Ltd.

Public Notice & Scam Warning 

Dheer O. Rasouli of BL Corporate Services Ltd. Kuala Lumpur, Malaysia and their other offices (see below), in concert with Tornike Ustarashvilli of Patronus Legalare running a scam and the public is hereby advised to be on notice. 

The following is an affidavit of fact derived from personal first hand experience.  It is complete, correct and not misleading in any way, to wit; 

Affidavit of Fact

1.  BL promotes the following:  “If you do not serve Georgian customers, but wish to offer international financial businesses - then an International Financial Company in Georgia is the non-plus-ultra. Setup within 4 weeks incl. License from the Ministry of Finance to conduct your business as IFC. “ This includes:  company formation, set up of company bank account and issuance of International Financial License for the company issued by the Ministry of Finance in The Republic of Georgia. 

2.  BL offers the above for 23,950 Euro

3.  BL made me believe they were giving me a special favor by only asking for 50% of the invoice amount to be paid in advance.  I paid 12,500 Euro in advance according to invoice: 15082018-2.

4.  They set up the company with their attorney in full control and they never delivered the company formation documents after 5 months of pending requests. 

5.  They set up the company bank account with their attorney in full control of the bank account and have not responded to simple requests to make it functional for our purposes.  

6.  The attorney has not responded to a majority of simple requests which are required to function properly in the ordinary course of business, thus making the entire operation non-functional and useless. 

7.  No license has ever been issued in 5 months. 

8.  BL was requested to provide evidence that one of their clients has been issued a license.  They promised to provide one within 3 business days and never did.  

9.  Separate legal counsel has advised that Georgia ministries are required by law to respond to applications of all kinds within 5 working days.  

10.  We’ve never been advised of any such response by BL nor have we been advised of the legal requirement. 

11.  Separate legal counsel has advised that the Financial License being promoted by BL is only available to established financial companies such as banks, insurance companies, registered brokers, etc and that such a license is not available to new companies off the shelf, as is promoted by BL. 

12.  We have sent notice of cancellation of contract and in good faith, we have offered to pay a healthy sum from our original deposit, simply for the corporate formation if they just deliver the corporate documents.  They have refused honor the request and have not delivered anything within 5 months; We have no corporate documents, we have no license which was promised within 4 weeks, we have no bank account which is secure for our purposes.  

13.  All they have done is set up a company and bank account which they control through their attorney and we have nothing but a loss of 5 months of time in our business plan and a loss of 12,500 Euro. 

The above is true, complete and correct and not misleading and I affix my signature as authentication on this the 21st day of December, 2018

We have made offers to settle the matter amicably.  We have been ignored. 

We have demanded a full refund of monies paid.  The demand has been ignored.

Their failure to perform and outright fraudulent promises have cost us much more than the money we paid:  in lost time, delay of business plan and damage to our professional image in the eyes of VIP clients.

The scam appears to be that they offer the entire package for 24,000 Euro and make you feel like you are getting a special favor by only having to pay 50% in advance when in fact, that is all they ever intend on collecting for basically providing nothing of value and not accomplishing any of their promises.

We highly recommend avoiding this attorney and law firm.  We find them to be completely unprofessional, non-responsive to client needs and in that regard abusive of the trust placed in them.
