Digitalhorseman.com aka Rick Harper & Debra Debakkre Scams Equine World
Digitalhorseman.com (aka Debra Debakkre, aka Rick Harper) offered computer equipment- particularly web cam systems through their web site www.digitalhorseman.com. After speaking with Rick through email as well as on the phone he sold me a 4 camera system for $500 to which an online payment was made via "on-line" check. Payment was made on 3/17/2001.
Despite his assurance the system would be mailed the next business day (time was of the essence on this purchase) and it would do the job we needed done, the system did not arrive till almost two weeks later! When it did arrive it did not work- having such poor resolution to the system you could barely make out a picture. His posted return policy was "after receiving the merchandise in NEW condition with no physical damage, we will return your full purchase price minus $10 restocking fee within 5 business days."
After calling digitalhorseman again and trying to resolve the problem we opted to return the system as it was obviously defective or of such poor quality it was unsatisfactory. We immediately returned the system (most of it not even unwrapped from the original packaging). That was March 29.
I have still not received my refund and he acknowledged the receipt of the system. Stated he did not have the money and woudl have to sell another camera system to someone else before he would have it. He promised me my money would be forth coming. I still have not seen it and since he has closed his website, refuses to return calls or answer emails.

I, Rick Harper, am not associated with Digital Horseman. I participated in an online chat on that web site, but have no ownership or business dealings with them. Debbie Debakker's husband is named Rick, but I am not the same Rick.
