directecig charged me $99.90 for a product I was told was $4.99 Naples, Florida

My mother is on a fixed income and recently had to move into an apartment-she lives off of only 800 dollars a month and needed to quite smoking due to not only health reasons but financially  could not afford it , she ordered the ECIG off the internet for $4.99 and 15 days later was charged $99.90 automatically out of her bank account. I called the company and told them I would send the product back but was told the money could not be refunded d/t it being more than 14 days. My mother now has no money to fill her blood pressure prescription. I am outraged that this company is showing this great offer for 4.99 but 2 weeks later charges almost 100.00 without someone realizing it.
