Complaint Review: division of child support services

I recieved a letter in the mail stating that my income tax refund was going to be send to my childs mother because I was behind in support. I contacted department of child services as soon as I got recieved the letter. I emailed them my court documents and all payment receipt. Then I called They statted they are having computer difficulties. So then i send them all the documents certified through the mail. Two months have gone by, I call Im on hold for two  hours then they hang up on me or use the technical difficulty line. No one is able to help. Any advise would be greatly appreicated. I pay my child support on time everytime.This company seems very unorganized and unprofessional. Thank You
