Concert Technologies Inc apparently runs several so called information brokers. They claim to sell reverse phone look-up information, conduct criminal background checks and so on.
This is from their webpage:
"A current and/or historical Owner Name is GUARANTEED TO BE PRESENT in this REVERSE TELEPHONE SEARCH Report, or there will be no charge."
dobsearch.com promised a legal name would be supplied for the phone number which I gave them. The charge was $4.99 USD. The name they gave me was "Twin Dog". It should be obvious to anyone that this is either a nickname or gangname. It is obviously not a legal name and matched no person living in the area in which the phone number is registered.

Other "companies" or pages associated with this address are: fullnamedirectory.com and telephonereverse411.com . There are probably many others. The domain is registered through a domain proxy located in Scottsdale, Arizona which indicates that they are attempting to hide their physical location and names of owners.
Currently they are under investigation by three federal agencies for various types of fraud.
IF YOU CHOOSE TO DO BUSINESS WITH THESE PEOPLE PAYPAL WILL NOT ISSUE A REFUND. APPARENTLY THEY SUPPORT FRAUD SUCH AS THIS.
