DresSale.com Masodressgroup Chan Company a Scam, takes your money and refuses to give it back! Internet

On Nov 11 I ordered a prom dress online. The order could not be processed through paypal because "this person can not accept paypal payments. I got an email from the company, asking me to complete my order I replied that it would not let me, I also said that I was charged an extra $30. They explained that was because I put in the measurements and that meant custom made. If I didn't want to pay the extra $30 I should select a standard size. I did that and put in my credit card information because paypal was no longer an option (it was the only option the day before.) On Nov 12 I got a call from "skype caller" according to my caller ID. It was a woman appearing to be from China asking me for measurements. I told her I wanted a standard size she said she still needed the measurements. Then she asked me if Dec. 11 was a good day for the dress to be delivered. I asked her why I couldn't get in 3 to 5 days like the website promised and forced me to pay an extra $30 for. She said it had to be made yet, that it would take a month to make it then I would get it in 3 to 5 days. I explained that promising something in 3 to 5 days means it will be delivered in 3 to 5 days and since they couldn't produce what they promised and what I paid for, then cancel my order. I immediately got an email from "customer service" saying they received my payment and please send the measurements. I replied that I canceled my order. They replied with telling me I misunderstood, that they need the measurements so they can send me the dress by Nov 22nd. Again I replied that I had canceled my order and please refund my money. By the evening of Nov 12 they said they were submitting it to their manager. The next morning I got an email offering me a free shawl or jacket if I didn't cancel my order. Again I replied that I didn't want anything from them other than my money back! They replied with "please reconsider, maybe you can keep dress for another occassion." Again, offered a free jacket or shawl or "we can give you 15 refund Plz reconsider." Again I replied with please cancel! Then I got an email telling me they would refund my money minus 15% for material and labour fees. I replied that since I canceled directly with the dressmaker before the dress was even started they can't charge me for material and labor fees, then they changed it to 15% for bank fees.

There were 2 weeks of emails back and forth with 3 different people. All promising me different things, me always telling them no just give me my money back. I threatened legal action they told me they welcomed it. I don't know what else to do. I looked around online for how to deal with a scam company in China. All I could find was to contact an attorney in China, I contacted the attorney listed and they wanted to charge me $500 to send the company a letter of demand! I'm afraid I've been screwed out of $200 from this company and there's nothing I can do. I just want my money back!
