E-Bay Inc. Does not want to honor promotional advertisement Internet

I was told that E bay was not going to honor commitment of advertisement after my item sold. My item listing was clearly eligible for promotion. E-bay is advertising a promotion for qualified cell phones. If seller agrees to start a listing at a price given by E-bay and the item does not sell for trending price, E-bay would send the difference in price in the form of a coupon to the seller. I listed a qualified phone under this promotion. I followed the directions given in the instructions and listed my phone. After I was finished I contacted E-bay and spoke with a representative. He stated to me everything was fine. If my item sold all I would need to do is purchase tracking and send out the item. Within a few days I would receive a certificate in the mail. My Item did sell, for $1.00 over starting price. I did what I was supposed to do and sent the phone out. I did contact e-bay again in order to find out when to expect coupon. This time the rep started to try and find ways to state I was disqualified from promotion. She stated I had listed scratches on my used phone which disqualified me. I told her in E-bays listing when listing used the description is automatic. She then stated she was looking for other things. She then told me I was disqualified for revising my listing and adding a photo to my phone. I told her she needed to look again. I did list another phone for sale and added pictures. This phone was not under the promotional phones. In that advertisement I did add a photo. She told me she was sorry but I would not be eligible under the promotional rules. I told her I would have never sold my phone for so cheap. She then advised me to get into contact with the buyer and ask for my phone back. This was the most ridiculous thing I had ever heard! This would look very bad on any business. From what I have noticed I am not the only person dealing with E-bay not honoring their advertisements. There is an entire community of people on E-bay's site stating the same problems with their so called promotion.
