E-Credit Solutions Took my money and won't return it. Miami Florida

In October of 2001, I recieved a post card in the mail that guaranteed me a $4,000 line of credit. Since my wife and I were newlyweds I thought that would be great. I called and Ziandre Parker told me that this was a great opportunity for newlyweds. He assured me that this was a normal credit card. They took our account information and withdrew the $199.99 from our checking account. When I recieved the package, I was angry and called them because I could only purchase things from their company. They assured me that in November they would pull the tape of the phone conversation to see if I was misrepresented. I called at the begining of December and the tapes were still not pulled. I called at the begining of January, February and March. Finally, in March I was told E-credit Solutions was putting a 24 hour rush on the tapes and that I could call back after lunch and would know the results. I called back after lunch and they still had not pulled the tapes. I spoke with a manager then and he put it on a 4 hour rush. I called back and it was still not done. The next day I called back and they had pulled the tapes and that Ziandre Parker had misinformed me and that I would recieve my $199.99 back in my account as soon as I sent the package back with the confirmation number on it. I did at the begining of March. It is now the end of April and I have not recieved anything from E-Credit Solutions. I have tried all the numbers I have for them and they are all disconnected.
