Complaint Review: EBAY And Oxana Ivanenko

Here's my story:
I went on ebay and won an auction for wheels and tires. So the auction ended on may 16 2002 at 17:15 pdt. I contacted the seller immediately after the auction ended and we exchanged e-mails on how to send my payment. The seller responded quick to the e-mails. A day later, ebay sends a e-mail on may 17 12:09 pdt saying the auction was cancelled. Which is strange because the auction was already over. Well I contacted the seller and the seller says that is it okay to continue the transaction becuase the auction ended and since I won the auction, it is a binding contract. So I wire transferred the money into the seller's account. Here's the information to the account:

Then I sent a e-mail asking if the seller had recieved the transfer. I got no response. Since then, I have sent numerous e-mails and had yet to get one reponse. I tried to contact ebay about this, but they have no contact phone number or e-mail. I tried to look up the seller's contact phone number on ebay, but ebay wont allow since the item no longer exists. I have proof of the times the e-mails were sent and proof that the items existed. I do not have the authority to call the bank up and ask get the phone number of the seller. Maybe something happened where the seller can no longer recieve his e-mail.

As of today, I have not recieved the wheels and tires. Nor a e-mail response. Ii have checked with my bank and the wire transfer has been accepted.
