eBay eBay will not refund overcharges for shipping even though FedEx has corrected the amount Internet

I sell bicycles on eBay quite a bit.  In February, 2016, I sold 3 bicycles and shipping was required as it almost always is.  I used eBay's shipping calculator, entering in the box dimensions and weight.  The shipping calculator for the bikes ranged from $36-$38 each, which is about normal for shipping a bike.  When you use eBay's shipping tool, it is charged to eBay's FedEx account.   When the billing came in for the bikes, the shipping amounts were $112, $114 and $116.  I called FedEx and they immediately lowered the charges to $45 each.  I asked if eBay would reduce the charges automatically, and they said they would - that charges were tied to the tracking numbers.  After a week with no correction on eBay, I called customer service about it.  The agent didn't listen well, but told me once they got the correction from FedEx they would correct it.  Never happened.  I then called a week or so later and this person did understand and assured me they would take care of it, but insisisted they would lowere the charges to what eBay calculated them to be ($36-$38 each).  Never happened.  So, I called again and this person said the case was denied because the last agent applied to get a refund of the full amount charged ($342), not the amount minus the actual cost, which should be in the $225 refund neighborhood.  I have now called 11 times and spent over 6 hours on the phone, each time an (obviously Indian) agent assures me over and over that they'll get it taken care of, I needn't worry, and that I won't have to call again.  Then crickets - I never hear back, the adjustment isn't made and I have to call yet another time and explain the whole thing over again.  I have called FedEx twice to verify the adjustments were made to the three tracking numbers (782386947337, 782379197279, 782373677434) and they assure me they were made back in February (I'm writing this in mid April).  All eBay has to do is call FedEx and verify the shipments were adjusted.  It's just good customer service - something eBay is sorely lacking.  I won't sell or buy on eBay until this is straightened out.
