Ecycles Best Quoted $147 for my old iPhone paid only $11 Internet

After my old iPhone 4 S sat in a drawer unused for several months I decided to sell it to recoup some cash. Utilizing the website www.cashforiphones.com process was slick and easy, that's where anything positive ends. The quote for my iPhone was $147, which was a little less than what I saw them going for on Ebay but this seemed easier.
I shipped the device and on October 15th received an email saying it was being inspected to determine its final value. I was to be notified of what this final value was prior to payment or so I believed. On October I received a paypal notice that LDR llc had sent me $11, roughly 7.5% of the original quote. Efforts to call or email Ecycles Best / LDR / cashforiphones have been fruitless to this point.
