Complaint Review: Encore MKTG Intl

Encore MKTG has charged over 3 months $31.85 on my Amex account. They first started with a very small charge of 1.95 that I did not notice. What can you buy for this amount those days? Then, during 2 consecutive months, they charged 14.95. Since I did not purchase anything with this card for the last 2 months, I was surprised to see these charges.

Can the government or any legal representative just block their bank accounts so they can stop ripping off people who work hard to make a decent living?
