Not sure what kind of report this was intended to be, looks like nothing more then a slam at paypal and epoch.
If the card used was a credit card, all you have to do is file a claim with the bank as an un-authorized charge. Neither epoch or paypal are merchants, they only accept payments for merchants. Without looking into epoch the only reasonable answer I have as to why you would have a paypal -epoch charge would be if someone purchased epoch services using paypal.
I'd also be curious if you have a paypal account, if you do and have access to it you should see more detailed information.
please post more information if you can.
