They are a third party clearing house that appears on local telphone company bills. In my case that's Verizon. You may call ESBI, give them the information of the charge, They transfer you to someone else. You get that second person to credit you for the misc. charge and next month there is another ESBI charge. This time for yet another 4th party company. (like nested dolls Local PHone company-is charge by ESBI-who is billing your on behalf of -Personal Voice or Solo Comm or someone else.) They, ESBI, will not stop billing you, you have to have the phone company block the account.

Steps to take:
For Verizon customer try emailing verizon.csc@verizon.com include both the billing telephone number on the top of your bill and the account number. Ask for the entire account to be blocked (no 3rd party billing).

Also Fill out a complaint with the FTC (Federal Trade Commision) at https://rn.ftc.gov/pls/dod/wsolcq$solcq.actionview.
