ESBI Residential E- Mail charges added to my phone bill Reynoldsburg Ohio

My phone bill (EMBARQ) got a Third Party Provider bill starting in Feb. 2008 for $12.95 on behalf of Residential E-mail. My spouse called them to dispute the charge and stop billing us for it. The March bill came, it had the credit for $12.95, And a new charge for $15.09. I called them to find out who/what they are and how they go attached to my bill. They said my spouse got on their web site and signed up. I told them that the phone bill has my name, and I never authorized them to provide any type of service and wanted it removed or I was going to contact the FCC or FTC and report their scam (scum) business practices. So called csr. said it would take 3-5 days to issue credit but will send me an e-mail with confirmation number. We'll see. I still don't know what they do...other than charge you....
