I placed an order with FAVI and the same was accepted. Details are are copied and pasted below.follows.:

I then get this email saying they can only proceed if I used paypal; the reason being a different mailing & billing address. No such protocol was advised on the website & in fact the website was designed to take both addresses. See email copied & pasted below.

Thank you for your recent FAVI purchase.  Due to the recent high incidence of credit fraud with direct credit card payments we now request our customers to pay for their orders using PayPal.  This is required for all purchases where the shipping and billing addresses are different.
Your credit card was not charged with this transaction.  Please re-purchase your item at www.favientertainment.com and use the payment method "paypal."
Please ensure your shipping address has been updated in your paypal account prior to making the purchase.  For your protection and ours, we can only ship to the address approved by paypal.  
This payment method will allow you to use your credit card.

When I refused to be railroaded with these terms I got the following email.

Good Morning,
I have canceled your order as per your request.  We have not collected payment for this purchase.  Once your bank has authorized a charge, they hold the funds for several days.  If the merchant does not collect the funds, the pending charge will drop off your account.  In many cases, when the card holder is viewing activity on their account, an actual charge and a pending charge appear the same.

It is not clear what Leah hopes to achieve by this when her sole argument about fraud prevention could easily have been satisfied with  a credit check.
On the contrary it sounds like an attempt to make Canadian consumers pay higher rates than those offered in the US-in effect a rip-off of Canadian citizens,
