The whole thing is a scam to intimidate you enough to contact the person sending this "Last Warning Letter".

There is no such department called "Federal Law Department of the United States of America" and if there were, they aren't collecting on past due payday loans.

There is no such thing as filing a lawsuit against your social security number.

The sender is a scammer. There is no mechanism whereby a lawsuit would prompt a garnishment of your wages which is what the letter writer is insinuating by saying he sent (or will send) a copy of the "suponea" to your HR department or legal department. The best thing to do with that letter or email is to trash it. It is a complete scam. Don't contact them. Don't send them any money.
