First American Home Buyers Protection Would not provide A/C repair without ripping-off Van Nuys, California

All star electric was sent to my home repair warranty company First American Home Buyers Protection Corp to repair my A/C on September 23, 2010. Upon arrival, they told me that, they have to wash outside of the A/C because it was dirty and they will only replace the defective Condenser if I agree to let them wash it for a fee of $125. I told them that I am not going to pay $125 to simply hose off an A/C. I called AHRI to verify whether it is necessary to wash an outside A/C and the answer from AHRI was No because all A/C are designed for outside operation. In addition, AllStar charged me $85 for removing the condenser and another $85 for recovering freon which is required by EPA. According to EPA website, the nationwide wide average for freon recovery is between $35 - $50. There is no charge for removing the copper condenser tank since, it is sold as scrap metal by the servicing company. Furthermore, I did some research in the Atalanta area, for condenser removal and freon recovery, some companies doesn't charge and other companies charge anywhere between $50 and $75 for removing and recovering freon. I believe, bot First American Home Buyers Protection Corporation and All Star mechanical is in colluding to make the consumer pay for the entire service instead of the contracted price of $55/repair promised by First American during enrollment. In this case, my out of pocket cost would be $350 and the condenser cost is $ 386.53. According to A/C service technicians, it takes about 1 Hour to replace the condenser and fill it with freon. In All Star's and First American's case, they are charging for 3.5 hours, if one considers $100/hr labor charge.
