No, you were scammed. It is called the Advance Fee Loan Scam and you can read all about it at FTC(dot)gov. It is not legal for a lender to charge you an advance fee for a consumer loan, no matter what the fee is called. These scammers "borrow"  business names and other peoples personal names to sound like they are legitimate. The phone numbers are spoofed. The scammer asks you to pay these funds on reloadable cards because then the money is taken it can't be traced.

No legitimate lender uses reload cards or Western Union or Green Dot cards or any other reloadable type card to collect a fee from a potential consumer. That money is gone. Once you gave the scammer the code to access the funds - they scammer got what he wanted from you. The reason he asked you for so many fees is because they keep making up fees until you say no.

On a legitimate loan the fees would be deducted from the proceeds from the lender. You wouldn't put up funds at all.

You can file a police report and file a report at the FTC.

Make sure to go to the FTC website and read about consumer scams and what tips to recognize so you don't get caught up in one again. Good luck.
