First National Credit Card Ripoff charges unnecessary fees
I applied for a credit card with First National Credit Card, a division of First National Bank(Pierre, SD)800.378.0093.
I didn't know that when I received the credit card there would already be a charge on the credit card for $175.00 with just a $250.00 credit limit.
They have a $99.00 acceptance fee, $30.00 program fee, $40.00 annual membership fee and a $6.00 monthly participation fee.
All real credit card companies either charge you a monthly participation fee or annual fee. I do not understand why I should have to pay these fees.

Read reports Hurley State Bank, Care Credit Card, Citibank. Yours is not an isolated incident.
I'd try first to resolve it with the bank or with Citibank.
