That indeed is correct. A credit card company has the right to issue you "pre-approved" credit cards and the only action needed on your part is to activate it. YOU also have the right to opt-out of these so called "pre-approved" offers by contacting the issuer which in this case is First Premier Bank. So to answer your report; The only way they could have charged you those fees is if you activate the pre approved card or if you signed up for it prior to receiving it in the mail. If you didn't sign up for it and the card was activated then you could be a victim of identity theft and as long as you did not make any charges, other than those of the bank, then you can report this to the three credit bureau's.

If you don't want the card, just call and cancel it.
