I applied for an online visa card through flex card on November 6th.  The offer said that for a fee of $69 for an $1100 limit  or $98 for a $2200 limit, I would receive the card within 10-14 days.  The offer stated that if the first 3 payments were paid on time, the fee would be refunded.  The fee was deducted from my debit card on Nov. 9th.  I never received my card.  I called after the 14 days, and I was told that due to an abundance of applications, the cards were late but I was guaranteed to have it by Dec. 6th.  I also was told that I would receive my fee back since I had to wait so long.  I never received the fee back.  I did receive an email telling me to click to begin the refund transaction, but all it does is take you back to the initial application.  Then I did not receive the card by the 6th either.  Then I called back and was told that it was "in transit" from California which caused alarm since the company was in Florida.  When I did not receive it by the 12th, I again called, but was told that because of abundance of business, the phone systems were being updated the week of the 12th-16th.  So I again called the 19th and the phone then said that the company was now closed.  I still have not received the card or the refund nor can I reach the company by phone yet they are still taking on line applications for the card.
