 Frances Bowles is around the age of 50 and resides in Oakville Ontario. She currently resides at 3308 Skipton Lane in oakville which she is renting a home via a real estate agent. The real estate agent does not know that she is renting the basement unit and she is not authorized to rent it. She has done this on several occasions previously with different home owners. She will list the tenants who are targetted to be new young tenants or students as her "step children".

It's apparent Frances has a drinking problem, she was previously arrested in the past for criminal assault and Mischeif under $5,000 and failing to appear at court. (Google Halton Gazette - Halton police sweep March 14, 2014)

 

In a previous occasion, a woman who use to reside with Frances reports that Frances assaulted her on two occasions by pushing her and yelling at her, another time by thowing a water bottle at her. Another reports that Frances used a cleaning acid mixed with water contained inside a water bottle and threw it on her face. Another incident reported on the internet says Frances tried to light their dog on fire  by putting a fuel on it.

 

In this matter, we are reporting similar behaviours. Frances has committed an assault against us, damaged our property, and poured hot water on our pet snakes when we weren't home. She illegally entered our unit doing so. Since we have left and filed a complaint in the Landlord Tenant Baord in Ontario, Frances has became obessed with us calling us almost every other night harassing us at midnight and making death threats. The calls are so disturbing that you can't go back to sleep.

 

It all started when we asked her for a reciept of our rent payments as she frequently said we owed her money when we paid her. We wanted her to give us a receipt for her "Required cash only payment" with her to sign and date it and she refused to do such thing. She then increased our rent as a form of punishment and demanded we be evicted wihtin 2 weeks after her notice. She said if we use the 2 weeks notice we will have to pay $200 a day for each day we stayed, this of course, complely in contravention of the Residential Tenancies Act in Ontario.

 

Frances Bowles of Oakville is on social assistance and is not reporting her extra income, this is why she wants cash only and never deposites the cash into her bank account. She drives a white kia with a plate ending in 543.

 

If you are reading this, I would like to warn you about Frances. She has a criminal history of assaulting people and intentionally damaging their property. She did this to a home owner when she was to return the key, she broke in the house and assaulted the home owner and slashed her tires. She light a dog on fire and poured hot water on OUR pet snakes, which resulted in one dying. The police don't seem to be motivated to deal with her as it was uttered to us that she is a frequent caller and the police are ALWAYS dealing with Frances who just ends up in a hospital later being released from a psychologist 24 hours later.

Gaurd your pets, keep them away from her, get a receipt from her always, get EVERYTHING from her in writing do not make any verbal agreements. Save every single text message and call log you have. Protect you most valubles and vehicles as she is known to joy ride under a suspended DUI license, she will say that you gave her permission and produce a fake permission letter with your signature on it. Put it in writing that you do not authorize her every to enter your space or take your vehicles. Talk to the neighbours because she is strange enough to approch them and tell them strange things.

Home owners if your are reading this, or real estate agents, PLEASE consider the above and verify all of this in court records as they are there. Pay attention to any document stating that she has step children living with her, this is where she commits fraud, make her understand she has no authorization to sublease or rent out the home. Make frequent visits as previous home owners have reported damage to the home with holes in the wall when she gets violents, broken glass fixtures and doors. Watch her and talk to the neighbours.

I am Dayton, 

So i came across this and wondered why this is even on here. The part where someone said I smashed a phone never happen nor did I assault anyone inside the hearing, im sure the adjudicator or court security would have interveened. 

But I would like to say the following, I think it is ridiculous for the original poster to be going online and making a post. My role was just to assist Tessa and Adon with their paper work and help defend them rigiuously, offering them tips and stuff. Now to settle this, below is the facts

1. Tessa and Adon rented from Frances on two seperate occasions, once at a different address and another to a new address;

2. Tessa and Adon failed to understand that they are not subletting, they are renting a room which invalidated the claim as having no jurisdiction so, in other

words the tribunal could not hear any evidence because it is not a landlord tenant issue;

3. Frances appeared to be a well presented person both in past situations and at the hearing; 

4. Frances was nice enough to go out of her way to lend Tessa and Adon her car and lent them money;

5. Tessa and Adon were not able to keep up with their rent payments;

6. There was a lot of back and forth between what was owed and no one really kept good track; 

7. Tessa accuses frances of hitting her and or pushing her and Adon as well as flirting with Adon; 

8. I have come to know frances when she is under stress, she will give you an earful over the phone; 

9. France never appeared to be violent in any manner at all, I even helped Tessa and Adon move out their belonings and they really beleived that I 5'6 small lady would seriously hurt them, Frances did nothing but look out the window and never said a word.  

10. I was never representing Tessa or Adon just assisting them, not even being paid and they left me to sort all the paper work the very morning of the hearing which was very disorgranized;

11. An unfortunate true fact that Frances stated about Tessa is 100% true she has a temper and makes false accusations, Tessa is not realiable, she has not sustained a job lasting longer than three months in the past 2 years. 

12. Tessa has accused most people around her of flirting with her boyfriend Adon when in reality it is not happening. 

13. I have read the many posts about Frances and most of them are not true and sickening to think someone could be that immature to be posting that and I take no part in it. 

I hope this resolves one issue with regard to me, and I hope other readers can not be entirely manipulated of these posts because not everything said was true. The only negative experience I have had with frances is when I had to deal with her on email, but I give her credit because who else wouldn't be pissed off finding out that the renters who used you and borrowed money from you are now trying to sue you. 

One more thing, and a warning to those who are posting this nonsense, why are you having so much time to post on almost every website there is, you two had differences and the way i see it no one is right here, just move on, seriously that is ridiculous. 

All I said were just simply facts about the post, despite of a questionable past from Frances, non of the accusation took place with her burning animals and stuff that is just BS! I can recall Tessa admitting that Frances took care of her cat for some time and even provided food for it, the snakes i can't speculate because i don't know the facts, but same way Fracnes had no proof that Tessa and Adon were neglecting it.. I just call out things for what they actually are.

They filed with the Tenant Board and lost...bitter.

These young people continue to malign my name and spread their lies. They claim that all of their information about me was submitted to the landlord tenant board. They did file a claim. They did not present most of the information that they have written about me. They did lose. Their claim was dismissed outright and now they are determined to malign my name. So sick of all of this. Anyone can malign your name and it seems you cannot do anything about it.

Ms. Anstee and Mr Kerr lost their claim against me.They are bitter and their representative, Mr Dayton Washington, assaulted me by hitting my phone out of my hand and it smashed to the floor. The screen is cracked and I have filed police charges against him. Mr Kerr wants to make peace. His girlfriend, Ms Anstee, wants revenge. How does one defent themselves against false claims. The internet and sites like this make it difficult for the truth to be heard, Anyone can say anything. No taking it back, no backing down. My name is being maligned. how can I seek justice?

So....a couple of young people without much credit history to their names wanted to move into my basement suite. They appeared respectable and one of the tenents parents was willing to sign a guarantee for 12 months. His written guarantee confirmed that if his daughter and her boyfriend, Adon Kerr, were unable to make their rent payment of 1050 per month, that he would pay it. He guaranteed this in writing to cover a 12 month period.

Through no fault of my own, the landlord decided to sell his property. Ms. Tessa Anstee and Mr Adon Kerr were simply subleting the basement with the full knowledge of the property owner. While they lived with us, my daughter and myself, they often ran out of money and groceries. Mr. Kerr lost his job within a month of moving in to share our home and became depressed. He continued to have money to buy weed, smokes and alcohol but not to contribute to the rent payment. Ms. Anstee had a job at Tim Hortons but was fired from her job in September or early October. Mr. Kerr continued to sit on his a*s, smoke weed and play video games. T

hey moved in claiming they had one small ball python however they lied and they in fact had 4 snakes, one being a boa constrictor. During their tenancy my hydro bills nearly doubled. They continually asked for loans, including asking me to pay Mr. Kerrs car payment/insurance so he could drive Tessa to work. As this was their only source of money I lent them the 270 and an additional 130 for groceries etc. Ms. Tessa Anstee was then fired from her job. Now we have two unemployed lazy chainsmoking/pot smoking 20 somethings. Tessa got a new job working part time at Metro but clearly did not make enough money to pay the rent. This was worrisome to me however I had her father's guarantee that he would cover the rent.

So when we had to move I knew that they would not qualify for a rental of any other property. They assured me that they could pay the rent moving forward and if not Mr, Anstee would cover it.  

After an exhaustive search I finally found a place that would accomodate myself and my daughter and Ms Anstee and Mr. Kerr. They were very relieved and thankful. Mr. Kerr got a job putting up Christmas lights. Unfortunately, after two weeks Mr. Kerr was caught stealing lights and was fired. Then came the problem. They could not pay and neither could Mr. Anstee. Now what? I gave them  a verbal notice that they needed to pay first and last and catch up with any outstanding loan amounts. A couple of days later, very late in the evening they moved out. They left a bunch of junk behind and they left owing me over 2K.

Now the irony. They filed a claim against me for 3K for god knows what, They owe. they moved out with no notice. 

And here is the crazy part....they are attempting to malign my name saying that i set their dog on fire. They did not or do not have a dog and I would never do that. They claim I threw acid in Ms. Anstee;s face. I dont even know what to say. Lets see her face? They said I threw hot water on their snake and he died. This is such a f**king farce. One of their small ball pythons did die when we were at 2239 Kwinter Rd. However he died because they could not afford to buy gas to go to Hamilton to buy their snakes food. Their snake died of starvation. I could call this cruelty. They had money for smokes and pot but they let their snake die. How sad. 

Anyone who knows me will attest that I cannot even hurt a spider. I put them outside. These young bitter people are just trying to find a way out of their clear lack of responsibility. If they want to press charges bring it on. The police will not do anything because their claims are completely false and defamatory.

Go in peace Ms. Anstee and Mr. Kerr. Look forward and dont get caught up in being bitter. You failed to live on your own the first time without defaulting on your responsibilities. Move forward and try again. And adon, if you are reading this, lose Tessa and her poisoness family. You are better than that
