Many members of this non profit group have indicated that they want an audit of the books of the FWPCOA Region 6 group that they are members of and pay dues to. Per IRS regulations a non profit that is a members group is supposed to have an INDEPENDENT audit when the members want one.

We pay our dues to the FWPCOA Region six and the same board of directors get elected year after year after year. The Florida Water and Pollution Control Operators Association is supposed to be for the members and not the enrichment of its board of directors who all work for Palm Beach County Water Utilities and get checks from their employer via this non profit.

Are you listing Rim Bishop...?  We want an INDEPENDENT audit of the books of Region six or Region 6 FW&PCOA done by a professional CPA auditor.

Patricia Brock, Vince Munn, Patrick Lyles are water plant supervisors for Palm Beach County water utilities. Patricia Brock, Vince Munn, Patrick Lyles are also the majority on the board of directors of the Florida Water and Pollution Control Operators Association (FWPCOA).

Palm Beach County water utilities pays the Region 6 FWPCOA for educational classes for water operators for training and continuing educational units (ceus) for the water plant operators that they oversee. The FWPCOA is supposed to be a non-profit group.

I tried to get the FWPCOA region six (6) board to give us an accounting of the financial records and they refuse to do so. The FWPCOA board has control over the money they collect from Palm Beach county for education. Every election these Palm Beach County supervisors pack the room with people, who they supervise, for the open elections by hand. No secret ballots are used so the county supervisors know who the Palm Beach county employees who work under them vote for.

The Palm Beach County Water supervisors have served on the FWPCOA board playing musical chairs for many years since there are term limits for certain board positions. So this way the vice chair becomes chair and chair can move to director and director can move to vice chair.

Power of the board never leaves the hands of these Palm Beach County employees. Since we can not get the FWPCOA Region 6 six  board to open the books for us it seems suspicious and the potential for abuse is large. This seems like a major conflict of interest with Palm Beach County Water Utilities.

Please be advised that Richard Dillons classes are not approved as acceptable for taking the State test at any level (A, B or C). You will be notified by the FWPCOA Region 6 Board when classes that are approved for taking the State exam are scheduled. As of now we are planning classes in mid to late January 2012. We will keep you informed. If you take Mr. Dillons class you will still be required to take the classes offered by the FWPCOA through Region 6 or another region in the State.

(Richard Dillon taught water classes @ Piper Community School in Sunrise, Florida for a number of years. Piper was approved by the Florida Department of Environmental Protection or DEP for taking the Florida State Board examination for water treatment licensing. Piper is a Broward County public vocational and High School.)

(Richard also recently taught water and wastewater classes at Palm Beach State College. PBSC is a four year public State College, the same accreditation as the University of Florida, Florida State University or FAU. The water classes had the same DEP approval as Piper did above. Graduates were approved by the DEP to sit for the Florida State board examination for water or wastewater treatment.)
