I recieved a letter in the mail stating that I had an outstanding lottery claim from 2004. It goes on to say that "Your sweepstakes/lottery with serial #1012004CAN was a winning ticket in the category "A" of the North American draws for 2004 for a total $2,000,000 distributed among 208 currently identified participants across U.S.A. and Canada. Your share escrow account pending your claim. This is the final attempt to settle this claim.

Enclosed herein is an expense check for $2500.00 a deduction from your total winning share amount of $96,000.00 for taxes and other processing fees. $93,500.00 would be disbuursed to you in a cash settlement as soon as all positive verifications are concluded and all fees and applicable taxes paid in full.

G.R. Boland & Associates is in contractual agreement to process this claim and to assist you in finalizing this claim successfully. Please call our Foreign Accounts Processing Center 1-416-731-3126 and speak with one of our Accounts Managers to assist you further. Please request instruction(s) to pay taxes and other fees.

There are no sweepstakes in Canada.

Lotteries are run by the Government or Licensed charites.

Foreign participation is never allowed.

Winnings are tax-free.

Throw out these letters. Hang up the phone.
That letter may be pretending to come from Texas, bu the phone number is in Toronto.

You are right to classify this as a ripoff.

There can be a "sweepstakes" contest, such as a McDonald's Monopoly game, but they have to be constructed to be a contest. And there is no way someone could be a participant without knowing, let alone a winner.
