Kathleen A. Buchanan, Public Guardian for Clark County Nevada and Rachael Burkhalter, her associate, systematically attach all assets then, they methodically debilitate their victims.

First, family and friends are barred from staying with the victims and all visitation must be cleared through their offices.  Next, communications are restricted then, interrupted for several days or more at a time.  Then, reasons are found to hospitalize victims for psychiatric evaluations and, during the hospitalizations, victims are heavily medicated to cause disorientation.  This process is implemented from the day the victim is subjected to the Public Guardian's control and continues until the victim undergoes a court-ordered psychological assessment.

There is no reason for any delays from the time the victim is initially contacted by Kathleen Buchanan until the date of the psychological assessment.  The delay is intended to have time to create frustration, fear and insecurity in the victims while they are isolated from human contact with loved ones.

During this process, Kathleen A. Buchanan and Rachael M. Burkhalter inventory the victim's possessions, freeze all bank and brokerage accounts, place their names on the victim's real estate, including their homes, to prevent the victims from accessing any financial resources, selling property or otherwise exercising of their civil liberties, as they were accustomed to doing.

The process includes mandating 24-hour care by an agency that they contract with, whether the victim requires any daily supervision or not.  This is part of the fraud that is perpetrated to line the pockets of their associates, deplete the liquid assets of the victim and create a sense of helplessness.  It creates a sense of total dependence on Kathleen Buchanan and Rachael Burkhalter.  The victim is reduced to begging for food as their pantries and refrigerators gradually run out of provisions.  This stimulates fear of "biting the hand that feeds" them and establishes a subservient relationship with Buchanan and Burkhalter.

Buchanan and Burkhalter will point to their "Certification" by the "Center for Guardianship Certification" which is a private, for-profit operation that is dependent upon fees for "classes"  "training" and "certification."  The more courses required, certificates issued and renewals generated, the more income they receive.  The State of Nevada nor Clark County nor the City of Las Vegas have any testing or qualification methods or requirements for Public Guardians.  They rely solely on the CGC's representations.  Neither Kathleen Buchanan nor Rachael Burkhalter are licensed by any agency in Nevada.  Hairdressers, plumbers, attorneys, accountants and many others must demonstrate proficiency and be licensed but Public Guardians are not.  Buchanan and Burkhalter do not appear to have any college degrees, whether 4-year bachelors degrees or advanced degrees.  They do not appear to be qualified to properly administer estates, assess the mental or emotional condition of an elderly person or recognize the difference between simple forgetfulness and suspicion from a debilitating psychiatric condition.

When the families of victims raise legal issues, Buchanan relies on Lee A. Drizin, Attorney at Law who is a single-shingle attorney that specializes in representing Shylock companies that abuse unfortunate borrowers.  While he will huff and puff and bluster, his threats and intimidation have no basis.
