Complaint Review: Gasoline Redemption Center/Free Gas Central

At local Toyota Dealership promotion received "gift code" coupon for $450 in gas. Online registration required $5 fee for coupons to get $25 gas voucher per month for every $100 in receipts over the next 18 months, then $5 refunded. I've sent 4 months worth of receipts - Nov, Dec, Jan, Feb. For my $5, postage, and time, I have received one email that my redemption submission was received and a returned as undeliverable submission by the USPS of my Feb submission. My primary concern is they have my credit card info from registration fee and if they are as unscrupulous as they appear, I fear being out a lot more.
