The Gilbert Police Department supports Sergeants who give subjective evaluations based on innuendo and lacking documentation. There is no field supervision of active officers and any information on their performance comes primarily from reading written reports and heresay rumors.
Supervisors regularly engage in punitive actions against subordinates by filing frivilous and egregious internal investigations for minor violations of procedure. There is no investigation of how many internal complaints are filed by a few officers specifically, nor any corrective action taken against the worst offenders.

This environment is damaging to the low morale among employees and has the effect of impairing the effectiveness of the department. These conditions exist with the knowledge and approval of the administration and will likely result in the continued "Blue Flight" of officers leaving the department.

The Town is already operating at minimum staffing levels and is ill-prepared to deal with current demands for services.
