Go Daddy Software ripoff Deceptive Billing Practices $715 in erroneous charges Internet

I had trouble regarding my shared hosting account (Deluxe host) with GoDaddy. The FTP upload was functioning at 7kb/sec for over 2 weeks. I contacted the company regarding the issue and recieved a response that states the issue was on my ISPs end, when in fact only GoDaddy.com based domain services suffered from the slow speed. Due to this inferior service, I decided to downgrade the account, and proceeded to delete content that brought me over the limit I was alloted, and then downgraded the hosting service to the Economy plan. I spoke with Mark on the phone today, and he said I was 15Gb over the limit, then he called me back later and said I had only 2 GB of storage on the account, all the while my domain account was locked. GoDaddy did not poll their FTP service correctly. Their refund policy states that any unused portions of hosting are not refunded, such that I believe I should still be considered under the Deluxe hosting account till the end of this month's term, since I downgraded in the middle of the month. Under the Deluxe Hosting service I would not incur these outrageous and usuarious charges, GoDaddy even offer me 15% off the charges of $715.
