Good China Express Didn't fill order and refused to give refund Hemet California

My husband and I were lured to this restaurant because we thought it was Panda Express. He ordered BBQ chicken which they said would take 4 minutes. They then said it would take 7 minutes. After I finished my meal he still didn't have his order. He asked again. The woman behind the counter said it would be 15 minutes. When pressed 5 minutes later she said she couldn't really say how long his order would take. We asked for a refund so we could go somewhere he could be served. She refused, saying, "we don't give refunds." A full 20 minutes later he still didn't have his meal and we left, minus the money he spent on his meal. All the time the woman behind the counter was eating food, a clear violation of Health Dept regulations.
