It must be nice working for the Los Angeles City Housing Authority these days. I guess HACLA is just rolling in cash! Scott Butler, who oversees 15 security guards was given a $50,000 sports car by the agency for his personal use. They THEN sent him on a 3 day all expense paid vacation to Las Vegas last week! Butler claimed it was "a business trip" and "a training seminar" - however we here at Phantom Central did some digging and found out the ONLY Law Enforcement/Security training was a seminar put on by Calibre Press in "STREET SURVIVAL" for patrol officers SWAT teams. How can they justify spending that kind of money on street patrol SWAT training for a guy who oversees 15 lobby guards in the Headquarters Building? And he came back BEFORE the seminar ended!    Butler runs around ranting and raving, "This is MY car" My question to Dave Esparza, the CFO, Does that Chrysler sports car PAID FOR WITH HUD MONEY belong to Butler or HACLA? How can I get a nice car like that? I want a HACLA Las Vegas vacation too. Hey Internal Control - WAKE UP - They are stealing HACLA blind!

statements made by you (the Action).  In conjunction with the Action, HACLA seeks to subpoena the records of Xcentric Ventures LLC for your contact information to the Irvine California office of Fisher & Phillips, LLP at 444 South Flower Street, Suite 1590, Los Angeles, California 90071 in compliance with Arizona Rule of Civil Procedure 45.

Scott Butler's Las Vegas Trip Was Approved!

Mr. Butler brought up the idea that the housing authority needs a swat team. Especially when there is a forced entry needed in the men's room. This is just another step in that direction. The cameras are in the mens room to monitor forced entries that do occur. Butler needs the police version of the 2010 Dodge Challenger so he can make it to our special training sessions in Las Vegas and back in an 8 hour shift at   speeds reaching up to 160mph. 50k for a high speed pursuit vehicle and 3k for a vegas run is just a drop in the bucket compared to the HACLA general use account.

We feel that Scott Butler is perfect for the position he holds because based on his record, he has absolutely  NO Interest in females. We strive to maintain an all-homo management team here at HACLA.

Well let's see - Alex Guerrero was the security supervisor before Scott "The Pink Panther" Butler. He was a well known THIEF. He stole this place blind for years. He only got canned when a couple of his buddies dressed up in Housing Police uniforms and robbed people on the street and pointed the finger at him. And then HACLA kept him on the payroll until the local news media reported on his activities and embarassed Rudy. Next up was good old James Pierness who was canned for forging civil service exams. But then again, Rudy didn't do anything until he found out that Pierness was running a vending machine business on the side and not kicking back any money to him.


Butler - FIRED from the Sheriff dept comes along. He has been accused of all sorts of unethical behavior almost non-stop since he got here and Rudy turns a blind eye. Why should we be surprised he is ripping off HACLA left and right? He is the same clown that tried to take credit for an investigation involving Section 8 vouchers that LAPD and Richard Carrol worked.


I'm glad the watch dogs are finally digging up the dirt on Butler and HACLA - I can only hope they can follow the trail all the way to Simmons or Montiel.
