HORRIBLE COMPANY. DO NOT use Harp Legacy Builders and/or Harp Legacy Concrete Construction. Kenny Harp OR Ralph Matera. 423-646-9375. I Hired Harp to build a 7000 sq ft basement, what a mistake. Quoted me $40K less than the nearest company, and I was warned by several people they would start coming up with bogus charges, but I thought I was smarter than them I guess. They have 2 good references which is the only way they get work, and one can only assume they do there concrete work for next to nothing in exchange for references, as this company would never get a legitimate reference. First they showed up the morning after I hired them, which is great, but a little scary that they were that slow. Project went well for about 2 weeks, all seemed great. Then after they brought us the bill for the first 2 weeks work, it wasnt even close to what they quoted. They charged us for 70+ feet of 20ft. high walls they never completed, they poured 2 huge unauthorized walls which changed the entire foundation and plans, and of coarse they tried to charge us for those. Never one time did they even ask us about pouring additional walls, the first time we knew was when they brought the bill!!  The wall could and should have been block. Then they said they didnt quote a 100+ foot retaining wall in the price, when the quote CLEARLY says retaining wall. They claimed the "retaining wall" was the back of the basement!!  Which turns out was 20ft high with a 2 foot footer, and will not or can not be backfilled, so it cant retain anything!! Then the walls should have been 12 inches per quote, and they were 10 inches!!!  And they still billed us for 12. So we approach the owner with all the issues, and he blows a gasket cursing at us like we are screwing him!! This guy is a total idiot and know it all, only problem is he knows nothing!! We ended up settling with him to get him to leave us alone, and then he goes to local concrete place and proceeds to tell them we did not pay him for the job!!  Unbelievable!!  These people are crooks, and they will surely quote you the lowest to get in the door and there barely in business. When you see all there signs around town, you know its for 2 large builders as there reputation is the same as my story everywhere else, I just did not want to believe it even though I was warned, as the 40K looked too good. What a mistake!!!  Do yourself a favor and stay away, FAR AWAY from Harp Legacy Builders and/or Harp Concrete Construction.

 Fantastic Experience. Working with Ralph and Kenny has been an easy way to get our job done. Kenny has been very helpful to us while we are building our house. I have acted as the General Contractor, and my wife and I have built two previous house. The differences here in Tennessee, having a crawl space, were some of the "helps" we needed that Kenny assisted with. He has been very easy to work with and is a genuinely nice person. He has done the job to specifications, and even gone over and above that at his own extra expense to ensure a job that meets his expectations. Adding a section about 1' x 24' on retaining wall height, and dropping a large tree to ensure our safety in the future. WOULD I USE THEM AGAIN? Oh Yeah. They are also our Framers. Our windows will be installed tomorrow and concrete porches and garage completed tomorrow. ONLY 6 weeks since breaking ground to completion. FANTASTIC!

 

They and their workmen are very personable, knowledgeable and get it done right without having to check or pressure them. We have experience in building in Texas (we did check the work). It was to our liking or EXCEEDED or expectations!

Not sure who you are Susan, but when a contactor makes a change in the state of TN they are required to do a Change Order form, which is probably something Harp is aware of if they are still licensed. That was not done, and if it was that part of our issues could have been avoided. If Harp would just follow the plans submitted with building permit then that part would not have happened.

You say unauthorized walls etc.. You had to sign off for them to get the building permits. What does your contract and building plans say?

My guess is you regret what you authorized because you also said "First they showed up the morning after I hired them, which is great, but a little scary that they were that slow."
