First to start off, I am a fairly new person to Texas toll road – HCTRA. I created my account Jan. 6 of 2014. The first incident occurred in February when one of my card stopped working and the HCTRA could not take their money out. I immediately put another card on their which was my credit card. I kept it on their for a little while though because the charges were not adding up correctly so I then had another debit card put on. All was well for awhile until April came around and I could not pay for my tolls that week. Well I kept riding the toll way because that is the only way to make it to work on time and not lose my job for excessive tardy points.

A few weeks later I had money back on my account and HCTRA automatically took the funds out one morning without me even having to go online and make the payment. Now, fast forward another couple of weeks later the same situation happened again and I didn't have the funds at the time HCTRA needed because I would get paid every 2 weeks and the balance is different.

Since I didn't have the funds at the end of April I would just ride the toll to work and once I have saved up all the money I owe them, all $175 of it I would pay it all out at the same time. No. By the time I had called HCTRA May 19 to pay the full amount of the tolls which I knew would be outstanding I was faced with a number I could not hold up to. The current amount now would be $187 and she agreed to waiver the charges a second time. I believe the full amount with fees was +1000 dollars. Unbelievable.

So I told the young lady I would like to dispute a portion of the balance because initially earlier in the month I feel that I was being scammed. Charging me 1.75 instead of 1.25 I should have been getting with the toll tag. I told her I would call her back. So I got off the phone and thought hard on what I should do. I would be getting paid in another week or so time so I waited until I got paid again and saved up about $400 for the charges I know would have occurred from me traveling back and forth from work everyday. Well, when I called back in to make the payment I was met with a horrible customer service rep that treated me so bad I had to just ask for the supervisor.

On the phone with the supervisor I spoke to him and told him what was going on and how the HCTRA invoices for the tolls were not even going to my current address. He stated that the tolls have reached $270+ and that the administrative fees were now at $2100!!!!!!!! I can't even believe that. He said there is no way I will get a waiver for these charges as I pleaded with him that just the other week another young lady was willing to waive the charges and put my account back in good standing. He said that the rep had no power to do so but she would have and I know they can waive it if I had a good reason.

He said there is nothing he can do. He would put in a request to speak to his super visor some higher up woman that would give me a call back in 48-72 hours. When that time rolls around and I finally speak with the supervisor I explain to her the situation and also that I am a student in school and the only reason I am taking the toll way is to get to work. I also explain to her I wanted to dispute this but was denied and told I can only do that at the hearing that I am not allowed to go to because I am not the owner of the vehicle, my mother is. I pleaded with her to waive the charges once more because i rather not have a job and wait to go to the military then to work these last few months and all of my money go to paying this $2100 bill that I feel is way over excessive for a teenage kid my age to pay. I tried to tell her that my mother is a contractor in Afghanistan and I only see her maybe twice out the year so how would she be able to make this hearing. I am already in a lose-lose situation because I know she won't be able to make this. I feel like I just been scammed out of my money and there is no way to beat this with HCTRA 95% rate in court hearings. I had the money to pay and now they won't take it. This maybe is gonna ruin my credit and prevent me from ever registering my  moms vehicle in Texas. Help!!!!!
