I noticed the $20 charge on my November's Verizon bill was from HBS Billing services for Headwind Media,Inc. The charge is for some kind of celebrity web site and is called "Cmi Xclusivemo Fee", which no one in my family is remotely intrested in.

When I called to remove the charge and cancel, I inquired how it was charged in the first place, and what credit card was used. A woman explained that no card was used but someone, at my IP address, provided permission by filling out some on-line form. She named our  son who has been decease since 2007. When I explained to her that her explaination was impossible, she appologized for the mistake and removed Nov and Dec monthly charges, and claimed to cancel the service. It seems like their mining old records because their information included a writting error that he used to make.

I dont know if Verizon has any legal requirements to notify their customers about 3rd party access to itheir customers accounts, but you would think a simple customer provided password for 3rd party access could be made available to consumers to limit illigitimate persons and scammers ability easy and often unknown account access.
