Healthcare.gov we qualify for the highest amount of EBT but get no discount at healthcare.gov Washington, District of Columbia

I'm nearly 61 with health problems, my husband is 57. He is a self employed roofer & works really hard but due to the economy & him not getting much work for the past few years we qualify for the highest amount of EBT allowed but after working & working trying to get on the governments healthcare site & finally getting the info entered, they say we DO NOT qualify for any discounts on health ins. WTH?? They won't even let me see their plans. Seems like you have to be illegal, black, Alaskan, or Native American or have a bunch of kids to get it, most of them are already getting Medicaid which I can't get either. This is SO wrong, what can I do? My Dr told me I had to have health ins or they can't keep seeing me.
