We located a poodle online at a website www.HeartOfDixiePoodles.com. We contacted the breeder (Jennifer Stencil) and learned that the puppy was 6 months old and that there were three at that age available. We were given an address to meet the breeder at (146 E memorial Dr. Dallas, GA 30132). Upon arriving we were surprised at the building with windows painted out or broken out and the rancid ammonia type smell and poor conditions of the property. We were only allowed in one room of the building. The floor was wet and there was urine and feces all around the floor.

 

Regardless of the conditions, we still loved the poodle we went to see and made an on-the-spot purchase of $650 cash for the puppy. After leaving the building we were still shocked by the conditions and wondered what else was going on in the building. It had a slime, mosquito ridden front porch, many windows are painted to prevent looking in or out, and no sunlight inside to be seen.  Windows on the second floor are broken out with only closed blinds blocking out the openings. In addition, it was raining the day we were there and the roof was leaking badly, which made us wonder about mold or other conditions.

 

After having our puppy for two weeks we noticed some behavioral characteristics of the puppy that indicated she may have been neglected and that she had probably had never seen the outdoors, grass or had much human contact. She is a very loving puppy towards us and is healthy according to the veterinarian that breeder told us to take her to. But, we still have concerns about the environment she came from.

 

We contacted the breeder with our concerns. She avoided questions about the conditions and whether the puppies had seen daylight or ever been outside. We addressed a few issues we were having and were not getting the answers we expected. We even asked for our money back to see how she would respond and the conversation got heated quickly. We let her know we would contact a few people to ensure she was running a legitimate and humane business. At that point she stated “Do not threaten me; you don’t know who you are messing with”.

 

We cut off all communication immediately and took a day to do our own research. We believe there are substandard conditions regarding the well-being of the dogs and that the breeder is more concerned with profits above the dogs’ welfare. We also believe that many puppies are kept for 6-12 months in these conditions so that she can see if she can get a higher price for a dog that matures with “show” qualities. We simply want the proper authorities or entity to ensure she is doing what is best for the dogs. To most, the property would appear to be abandoned. That is why we have taken the time to document what we believe is an undiscovered/undocumented puppy mill.

 

Below is a summary of the initial warning signs we experienced, what we discovered after doing a little investigation, and some pictures of the property:

 

 

Initial Warning Signs at Time of Purchase:

  • Front entrance we used was a slime pool with mosquitos and painted out windows.
  • The room we were in had pouring water on the inside from leaking roof.
  • The ammonia odor and smell of the place was rancid.
  • It sounded like there could be 30-40 more dogs behind the closed doors in the back
  • The building has mostly knocked out or painted out windows. 
  • We were given a box of Puppy Chow that had a rat hole chewed out on it.
  • Poor documentation was provided in an old used folder.
  • The puppy was puking up wood shavings after getting her home.
  • The puppy will defecate or urinate in a crate and on its beds and is willing to lay in it. A concern that puppies at the breeders property are used to these type behaviors and conditions.

 

 

Our Investigation Two Weeks after the Purchase:

  • We discovered the breeder had another business called “Paw Paw’s Puppies”.  We do not know what happened to it, and do not see a website or other past detail. We wonder if she has been shut down before.
  • We discovered she is using the property address for a Tax Service business (JSH Tax Services).
  • It appears she uses AKC registrations from her home address and no reference to puppy location address.
  • Her website has approximately 18 dogs in addition to poodles listed as available for sale – Chihuahuas and Yorkshire Terriers.
  • Her site states she is a “Hobby Breeder”. This is false according to Dallas Ga Police Dep animal ordinances.
  • Home Address: 21 Freedom Dr. Dallas, GA 30157.
  • Puppy Location Address: 146 E Memorial Dr. Dallas, GA 30132.
  • We went back to the property to take pictures of the outside.
  • We parked at a church next door and could smell the odors emitting from the property a lot away.
  • The dogs/puppies were not just barking, but also yelping like hurt or fighting.
  • It sounds like all dogs are kept in the back of the building, where all windows are blocked out.
  • There are two vent fans on the back of the building. One has “crud” residue running down building. An example of the air quality that is being exhausted from the building.
  • Indications are that the dogs do not see day/sunlight and no apparent lights on at the property.
  • It concerns us to see a baby stroller at the back door of this property.
  • There is no full fenced in area at the property for outdoor activity for the dogs.
  • Observed single dog standing at one of the windows in the area we were allowed to enter at time of purchase.

I was able to work out my dispute with Jennifer Stancil and her company, Heart of Dixie Poodles. The resolution was reached amicably to the satisfaction of all parties.

1)      Then being out of state you never saw her facility right?

2)      What other documents are you referencing that I should post? Please feel free to post.

3)      Have you seen the two online complaints/reviews about her dogs that died?

4)      You named her in your post. Her address is online public record on WhitePages, ZabaSearch, Google, PeopleFinders, Intelious, 411.com, YellowPages, Spokeo, etc., etc…. Why is that illegal and are you being illegal?

I am very sorry you had trouble with your puppy but I don't believe trashing
Heart of Dixie Poodles is the way to solve this matter. Having been a dog
owner for many years when I started to look for a breeder I found Heart of
Dixie Poodles and Jennifer Stencil.

 
She was not only polite but very professional. I asked a million questions and wanted to find out about
pedigree of which she was more than willing to give me all the information
she had.  

 

 We are out of state and I was provided daily reports and
pictures. Our dog was in awesome health when it arrived. Our vet was very
impressed since the puppy needed to be flow to us. After we got the puppy we
still continued to communicate. We are highly satisfied and would use her
again.

Also on a personal note I have no problem with someone complaining about
services or a business.  I do feel however, that if you are going to go so
far as to post document against the person/ business post all the
information so people can make up their own minds


 I do not think it's appropriate to put someone's personal address on the internet. That is
uncalled for and dangerous and invasion of someone's privacy and totally
against the law.

Well I'v been a little busy doing some homework on heart of Dixie poodles. First I want to say I'm so sorry for your puppy that died. So I checked out this myself. After this incident I found she was quarantined for 10 days and read the report that no problems were found. I even contacted breeders who have used her studs for breeding and had wonderful show puppies from their litters. I even went further than that and talked with people who has purchased puppies who are so satisfied. If this were a puppy mill I don't think these breeders would use use her puppies for stud to show their dogs. To the complaint of no fence in the back for the dogs to go out talked with 5 well known breeders they explained to me that they do not let their dos out. To the complaint about the building in need of repair I agree she does not own the building the owner has refused to fix what was on the contract. But I know a lot of repairs have been done where the dogs are kept and she has done this herself. I also talked with breeders that go to the same shows she goes to and have said she has done very well. My biggest compliment is the attack y'all are doing claiming its a puppy mill. Don't think these breeders would use her if this were a puppy mill.The conversation that has went on with y'all I was not there and cannot coment on that. I think that you need to attack Real puppy mills. Sorry you've had a bad experience but the attack and trying to ruin her just upsets me to know end. I'm not the owner I'm a happy customer that if I ever decide I want to extend my family I'd go back to her again so would others iv talked with.

I am glad you have had a great experience with Heart of Dixie Poodle or what ever name she is using today!  She is a scam artist and is looking to get a quick dollar and not the health of the puppies.  PETA and other animal health agencies are currently looking into her business practices due to her many complaints.  

I hope that no one purchases another puppy from her and I pray for the puppies living in those conditions!

Final Response - Yeah for the Puppies!

Hi Suzanne,

Thank you for your response. I understand all your points. The core of our concerns was simply the property we visited and met the puppy and breeder at. Those indications and that experience raised suspicion. This has not been about a bad puppy or puppy behaviors or health. The series of events, comments and suggestions by the breeder really bothered us in thinking this may be a puppy mill. At this point, I’m not going to say it’s a mill. But our concerns for conditions have been validated.

Attached below is an open report based on a formal inspection on 7/10/14 of the property by the Georgia Department of Agriculture. The inspection also included two City of Dallas authorities (Building Inspector and Marshall). First, I am glad to see section 24 “Human Care” was a “Pass” grade and there was sufficient food and water.

Otherwise the “Fail” grades on 2-Housekeeping, 9-Structural Strength and 14-Pest Control validate some of the concerns we had and experienced when we purchased our puppy. There are 4 pages with notes that speak to the pest control fly infestation, housekeeping issues and structural strength. The report is a bit hard to read due to the inspector’s handwriting. However, it is all legible if you take your time to review.

As for the breeder, I cannot speak to her ability to breed quality or her business practices. Our intent was not to put her out of business, but ensure the animals were being handled and kept in good and humane conditions. I simply know what we experienced with her and the property.

She has 30 days to fix violations. Yeah for the dogs and puppies!!! I see no more reason to continue further actions, documentation or rebuttal anyone defending what was found by the GA Department of Agriculture and City Authorities. I wish all involved all the best.

This is Suzanne I want to say that I hate you are not happy with your experience with Heart of Dixie poodles but I feel that you have more than made your point. Since all of this you have posted if contact the owner with all of your allegations. She has been more than happy to address my concerns.  I don't think you have been to many breeders.  I have some of your complaints happen at most places they don't allow puppies outside for exercise, the smell is something they all deal with, and you don't always find the puppy that fits your needs. It has happened to me. I resale the puppy.  

But, there are many people out there who have been blessed to have one of her bundlesof joy there are more happy than dissatisfied.  I did my homework too, but you signed a contract same as I did it is there before you before you ever purchase a puppy. If you feel this puppy doesn't meet your expectations sell her believe me a puppy can feel your anxiety give her a loving home! We could go on and on with this, but trying to ruin heart of Dixie only let's other breeders never want to deal with you and if spoken with several so let it rest and let others make their on decision and believe me you have more than done enough

In response to Atlanta Ga. No my puppy was not as young as you think it was this is what my problem with you is you think you know everything. I did not get my puppy until she felt he was ready for his forever home. Yes i had to potty train and teach the rules of the house, and he now is a perfect little dog. I can not understand why you are assuming that this is a puppy mill. Of which you have no proof. Until now, she has neverhad any complaints from anyone that has purchased puppies from her. I think you should spend more time working with your puppy instead of trying to ruin someone that has turned out excellent puppies. Have a nice day.

So glad you have happy and healthy pets.

A puppy mill, sometimes known as a puppy farm,is a commercial dog breeding facility that is operated with an emphasis upon profits above animal welfare and is often in substandard conditions regarding the well-being of dogs in their care.

Health is not the only or final grade for a breeder. It’s likely you got your puppies at a young age and they did not have to endure the conditions and environment the animals are kept in for long period of time.

You make think the report is “off”, but there have been several complaints with this breeder over time with her current and past business names. Local authorities have confirmed it and have also confirmed that even PITA has gotten involved. This breeder is slick and knows how to stage and prepare for inspections. She has done some cleaning on the outside since we created a little exposure to her operation. We have clear evidence of pictures of before and after.

At a minimum maybe we have helped the conditions for the animals in her care. I could go on for pages of detail. However, the right people know about this and we trust good will come from it.

Absolutely NO recommendation here. There are much better breeders that are worth the research and time before making a purchase. There are no regrets on our purchase, we got a puppy out of a nasty situation.

i want to rebut Atlanta ga. Complaints regarding this breeder i purchased a puppy from her and im very happy and took hin to my vet. Who said he was very well bred puppy healthy and i showed my friends in Tenn. and Augusta after seeing mine each one purchased 1 also they to are very happy i highly recommend heart of Dixie poodles to anyone her complaint is so off
