We rented a car from Hertz in California in June. Received a parking ticket which we paid promptly and within the deadline the city gave. In October we receive a bill from ATS PROCESSING SERVICES Hertz Processing Center. They state that we did not pay the bill and that they have remitted payment to the issuing authority and  bill us for the ticket and the "violation charges" and bill us an additional $100. When I call the city they say that is false, they did not receive anything from ATS and at any rate cannot accept duplicate payments. So what is this?
