$400 to drive us a block !!!!!!

We rented a car from Hertz at Puerto Vallarta Airport and they charge us a 16% "airport surcharge". I asked what it was for and over the course of the conversation I received three different explainations. the first one was that the Hertz office "was on Federal land so there is a tax", the second one was that "the PVR airport administration gets it" and finally the third (after 45 mins and speaking with a supervisior in Guadalajara) that Hertz kept it to drive us to and from the airport. Our 16% was over $400. The airport is a block away and we walked back over the bridge and it took 6 mins. They refused to remove it from our bill. We were lied to about our bill several times and each person we spoke to told us a different story. The manager of the location is very slimy. When I first asked about the airport surcharge he said it was a "tax". I asked, "So the government get the 16%?" His response was, "Maybe they do." We obviously found out the "taxi" explaination was a lie. And on and on it went. different explainations from different people Avoid Hertz in Puerto Vallarta at all costs. The company that owns Hertz in Mexico is AVASA. They have grow at a tremendous rate over the last 5 years and they no longer care about customer service. When I told the manager they will never get my business again, his response was, "We don't need it." The 'A's" in AVASA are obviously for arrogance.
