I purchased a prepaid master card for shopping on the internet. The lowest denomination was $29.95. When I called the toll free number to activate
the card they told me Hess charges $9.95 for issuing the prepaid card. This was
not conveyed to me at time of purchase. Had I known this I would of never purchased
the card. I complained to the manager of the store and she did not even offer an apology, which is not good enough since they virtually stole $9.95 without my prior knowledge.

Another stipulation on the receipt is there are no refunds. The mastercard company conveyed as well some stores charge different prices for the card some as high as $19.95. Let's see that would give me $10.00 to spend. These corporate devious practices need to stop. I hope this will make the general population aware of these scam tactics. Hess may have not informed me of a fee but I will let everyone I know and get the word out everyway possible. And as for Mastercard I'll nominate you in the Hall of Shame.

This is not just HESS. This is the company like GreenDot. They charge up to $29.95 plus the amount you want to put on the card.   And watch out for monthly fees that can range from $4.95 to $9.95 monthly.   Then watch out for ATM surcharge fees if it is not a gift card.    The card value is to be $20.00 the fee is $9.95.   If you look on the back of the card package and on the bottom in micro print there is the fee for the card plus the amount.    If buying on-line, click on everything that it has to do with the card. 

For some helpful hints.   If you do not need to get money out using the card, get a gift card for yourself or someone else. Simon's malls I believe are no longer charging a monthly fee for their gift cards but do charge a price plus amount on the card.    Pre paid cards still do.     Once you bought the card you are out of luck.  The only way maybe to get your money back is to say the card is defective.   It took me two weeks to get money back from a defective WalMart Gift card.  And they hold $9.95 refund service fee.  

Go to the local store and look on back of the card you bought on-line.   Some states are trying to get a law passed to stop this practice, but it always fails.
