Listen, most likely the work order that came from homestar it came from VRM (vendor resource managemnt), and vrm gets their work orders from the VA.  so go directly to the VA and express to va what is going on.
i was a vendor with homestar, and made multiple calls to vrm to confirm the properties that i got from homestar were actually came from vrm, and if it came from vrm, then vrm got it from the VA 100%.
so, what i did was the following
1. confirm with vrm the properties that i got from homestar were actually came from vrm.
2. confirm with vrm that if vrm paid in full to homestar. most likely vrm will say "Yes we paid homestar in full".  also keep in mind that we do not know for sure if vrm paid homestar or not, but regardless get a confirmation.
3. get a confirmation from vrm (an email that shows the address in question) that it was paid.
4. write as many complaints about homestar and put every name of individuals that you had contact with at homestar. because when anyone of homestar employees try to get a job with another company, their name will come up as a RippOff individuals, and hope they will not get a job. homestar messed with out income, so we should give the same courtesy to homestar.
5. send an email to vrm that you are going to contact the VA.
6. send an email to VA to   Lance Kornicker, 202-632-8804  Lance.Kornicker@va.gov
and make Lance aware that what is going on with vrm and homestar.
7. call Lance and leave him a message.

if you are getting work from vrm, and you are happy, then God bless you, because i stopped working for vrm. i just couldn't make money with their $1000.

hope that helps
