Horizon Engineering Unethical, abusive, and illegal leadership. New York, New York
Be very careful about considering employment or doing business with Horizon Engineering, more specifically with Michael C English. He is a bully that has no respect for his employees, and markets a gimmick service to the construction industry that only elevates already high construction costs. He, as the senior management partner, instructs subordinates to bill a specific number of hours to client contracts regardless of whether services were rendered. This turns into a question of ethics and legality when clients receive bills (overages) via the US Mail service. On his website he boasts being the senior partner manageing the UPenn Hospital project, when in fact that was completed in its entirety by a lowely field engineer. Though, that didn't stop him or Robert Deedy from billing numerous hours to the project and charging outragious engineering fees for doing nothing more than having a status meeting on the project.
These guys need to be stopped. If you're in construction, an owners representative, or a submitting LEED AP applying for certification through the USGBC boycott Horizon Engineering. They market a service with no deliverables, and abuse the people they use to do it.
