Complaint Review: Horry County SC

Horry County South Carolina is infested with corruption, and the problem is far worse than I could have ever imagined.  I moved to Conway, SC in January. I had no idea of the insurgency of corruption that was holding this town hostage. But I quickly saw it for what it was. Rather than give you a long winded explanation, I will simplify this with a timeline.

January 3rd 2012 - Moved to 3449 Kates Bay Highway   Conway, South Carolina 29527
Paid landlord - Elaine Huggins (Works for Horry County Assessor) First month plus
security deposit of $400.

February 1st - Still unable to find work, I can only come up with $300. I give Elaine the $300. She gives me a receipt.  I tell her that I am working hard to find work as quickly as I can.

February 21st - Sheriff Perry Richardson leaves note on my door that Elaine Huggins is filing for eviction. At this point, I am actually paid up to this date, technically I'm not even late yet.

March 7th - Go to court. Judge Bradley D. Mayers (arrested last year on a DUI charge in Myrtle Beach) hears case.  Elaine lies in court, telling judge I am 5 weeks late on rent. I did not yet know that Elaine was related to Melanie Huggins - Clerk of Court, Horry County. Explains why Elaine is so comfortable with committing perjury (See attached receipt).

Friday, March 9th - Phone conversation with Elaine. She agrees to "work with me". I then call Richardson and tell him what Elaine said. He said "Have her call me". Earlier this day, Sheriff Perry Richardson comes by and says that he will be back at "9 am sharp" on March 12th to execute the eviction. At first, he appears to be a decent person, but I find out later that this is not the case.

March 12th - I wait, and wait. Sheriff Perry Richardson never arrives to evict me. I call his phone. He always answers, but this time, he doesn't.  My creepy neighbor Tommy has a lazy eye, drives a Harley, and I have reason to believe that he murdered his wife, but apparently nobody cares. While I am waiting for Perry to arrive, I see Tommy. I tell him that I am waiting to be evicted. Tommy responds "I thought it was at 3 pm"... I never gave Tommy a time, but this leads me to believe that Tommy has been in communication with someone about my eviction. I didn't yet know why.

March 13th - In the morning I go to CAPS - an organization that was going to pay Elaine Huggins the $100 in back rent that I owed her for February. Elaine never returned any of their calls. I then went to Father and Son Music in Conway - owned by Carl Weise. I spent the last bit of money I had on some music gear in the hopes that I could earn some money to help pay my rent. I go home, to find the door unlocked. When I first moved in, Tommy had bragged to me that he could pick my lock, and he did it right in front of me at the time. I walk inside, and the place is trashed. Laptops that I was working on for customers were missing, and my digital piano - my only possession - was gone. I did not yet suspect Tommy. I run to his house and say "Call the cops, I was just burglarized!" Tommy then looks at me with this really sneaky look and says "Let me call Miss Elaine first" then steps inside and closes his door.  A moment later, I knock on his door again and I ask if he called the cops. He responded "Elaine said to call the cops on your because you're not supposed to be here"...

So, Elaine tricked me into thinking that she was going to work with me so that Tommy could break in and burglarize me. She manipulated the Sheriff, who never came to serve the eviction. I call 911 on my way back to Father and Son Music in Conway - again, owner by Carl Wiese. I tell Carl what happened and at first he seems genuinely concerned and allows me to return the items that I bought. I then head for Florida in the hopes of finding work. I can't believe I had enough fuel to make it here. I barely had $100, but somehow I made it.

Wed April 4th - I call Father and Son Music in Conway - just by chance. I did not suspect Carl of involvement at all at this point. I told him that I was doing better and that I was working and hoping to replace my music gear soon. I could hear nervousness and hyper-vigilance in Carl's voice. I am a graduate from one of the best police academies in the country. I knew something was wrong. Suspicious at this point, I say to Carl, "Perhaps I can get a good deal on some used gear".
Carl responds "Don't worry, you'll find another P95"......

I NEVER told Carl what model I had.


Thursday April 5th - I call Carl Wiese again. I tell him "Someone told me that they saw Tommy selling you my digital piano". Carl hangs up the phone. I call back, line busy. I call back again. Carl becomes very defensive and this gospel singing hypocrite calls me every name in the book - and then hangs up again. To me - his words, demeanor and actions are very incriminating and I believe that he is involved.

Thursday, April 6th - Carl hides behind an anonymous screen name in an attempt to defame and harass me on the internet. I know it is Carl. The last thing that I said to Carl after returning that music gear before heading to Florida was "I'm going to go down there and get my old job back working with Alzheimer's patients".... He was the ONLY person I told this to. This is how I know that Carl wrote that statement. And according to that statement, Carl has spent time in prison, and according to what he wrote, he was raped in prison.

And that's pretty much it, for now. The corruption ring is known locally as the "Good Ole' boys club"... By the time this is over, many Horry County officials are likely to go to prison.
