hotels.com Reserved hotel on phone. Cannot cancel or change reservation - Told unrefundable after they were paid

 My wife reserved a hotel room for 3 nights by phone.

 She called later on to change the reservation.

 She was told that that she could not make any change or cancelation and would still have to pay for the 3 nights even if we did no use the hotel. They claim they have a no canelation policy.

 She was never told on the phone of this policy. Hotels.com charged her American Express card when they booked the reservation 4 weeks before it was to be used.

 Hotels.com sent an email after they charged her credit card. At the bottom of the email, they stated their no cancelation policy.

 This is cleary a deceptive practice. We reported it to American Rxpress and they investigating.
